He will be reaching at 11:30.

It's not easy to understand what you're saying. Reaching what? You can say these: He will be reaching [New York / London / Tokyo] at 11:30.

Reaching what?

You can say these:

He will be reaching [New York / London / Tokyo] at 11:30.
He will reach [New York / London / Tokyo] at 11:30.

The other one (He will be reached) doesn't work. Did you have something definite in mind that you wanted to say with this one?
