Find out the correct answer.

Although my department always submits its annual report by the end of the year, some ____ wait until the end of January.

(A) had has to

(B) has had to

(C) have had to

(D) had to have

I think the answer is (B)"Has had to" but i am not sure. Is there any specific form or rule to answer such type of questions. If anyone can help please.
