Find error

I suggest that he goes to the doctor as soon as he returns from the party.

My answer book says to use 'suggest that he SHOULD go to'
I don't know why. As far as I know

We suggest someone do something
We suggest doing something

Please advise.

It's a property of the verb "suggest" (and a few other verbs). After "suggest that" you normally have a clause that is like a command, but not so strong. (Go to the doctor!) So you use the base form of the verb, just as you do in a command.

You suggested that he see a doct
