The dictionaries I just looked at online do not have what I would call a precise definition that fits this usage. When Keele speaks, his words will not fall on deaf ears. He will be listened to. He will discover that people will listen.

"Determined" is an adjective here. The Rabbi emerged determined. The sentence is a bit awkward in that it is too far from "emerged" to "determined". I had to read it twice, myself.
