Filling gaps with a suitable word

Please, could you help me?

1. The students said goodbye to the teacher __________ left.

One suitable word is and. What about who, is it the second answer?

2. I went to my sister's house __________ she wasn't at home.

Here one suitable word is but. What about when, is it the second answer?
