Neither is correct. And I have no idea what you mean. I got more than 5000 results for a filled petition! (The petition had been filed with the authorities.)

One does not normally fill a petition, one signs it. This may include adding your address, for example.
When the petition is signed, then it may be filed either individually or as part of a group.
