Fill your own shells

I want two things, Penny Baxter!

I want to be in at the death of Old Slewfoot (a mean fierce bear), and I want that dog...

(A rifle) Right from England!

No muzzle loading. Fill your own shells, breech her, cock her. Then you're ready for anything.

I presume "fill your own shells" refers to "fill your own bullets," but are there any subtle nuances between them? If not, when would you use "shells" and when "bullets?" Thanks.
