In India we usually say, "fill up the blanks", we don't say "fill out the blanks" or "fill in the blanks". So I'm little confused.

Aren't prepositions the worst?

Fill in the blanks.

Fill out or fill in the form.

I filled up the entire space allotted for "additional comments" and still didn't say everything I wanted to.

But don't fill up the form, don't fill out the blanks... it's very confusing!
