FILL OUT vs FILL IN

Is it ?

1 She's so thin she doesn't even fill in/out her jeans.

and would you use OF or IN?

This area is the dirtiest in/of the district.

in the district ('of' isn't really wrong, but not used.) [It sounds almost correct to me because I know it would be de after a superlative in French.]
