Fill it in

"Please fill in the form."

When we use "it" to refer to the form, why don't we say "Please fill in it" instead of "Please fill it in" ?
"filling it in" can mean something else altogether. It can mean that we are filling it in something else like a file or a bag.
It's just like "get in it" and "get it in". There is a lot of difference between the two expressions.

Note that 'fill in' has at least three other meanings, which are 1) to do something instead another man, 2) to provide some information, 3) to spend some free time available. Maybe that might be of some help?
