Which one would you use in: "For some reason I find the "About me" section pretty hard to fill in/out"? I assume that both will be understood but for some reason I lean toward "fill out".

Both sound fine to me. Google 'Ngrams' says that "fill in" is more common in BrE and "fill out" more common in AmE (looking at the phrase "fill in/out the form" to exlude other meanings of "fill in/out").
