Fill in the gaps

Hardly had I arrived in the town centre from the airport when I was approached by two hungry-looking young boys begging for money. I duly obliged, with what little change I had in my pocket, but what rather alarmed me was to see the public indifference to this obvious plight, something that ___ have been inconceivable ___ I last knew this town, in better times, twenty years ago.
