No. It means that the speaker supposes that, by this time, they have already caught up the truck. The speaker has probably not yet been updated with the situation, so he/she estimates that, by the time he/she is speaking, they have already caught up

No, it is just an indirect way of saying that they probably have, in fact, caught him up.

#1- C is the only one that works. However, if you separate the two parts of the phrase with a period (full stop), instead of a comma, you could use either Can we? or Can't we? to turn the second part into an "Is that OK with you?" question.

#3- C would be the usual phrase, but A would work too.
