The application was filed with the Commission last week.

Why use "file with" but not "file to"? Is it just custom usage?

Hi, Basically, yes, it's usage. Off hand, I can't think of a case where we'd file something to somebody/something. Best wishes, Clive

Basically, yes, it's usage.

Off hand, I can't think of a case where we'd file something to somebody/something.
