Having a conversation with a random person and she tells me she's been to fiji. And I ask:

How is Fiji? Or

How was Fiji?

Are both acceptable grammatically?

As Clive says, it a matter of focus.

She went to Fiji. She took the trip. She liked Fiji. Or she didn't like Fiji. All these things about her and her experience are in the past, so "How was Fiji?" or "How did you like Fiji?" is going to show that your primary interest is in her, not in Fiji.
