I figure is a statement therefore the question mark shouldn't be there. Isn't it is a question so should be written: Isn't it? I figured.......................................

I think the poster is referring to the phrase within his question, Dave:

Can you use 'I figure'? Isn't it 'I figured'?

If so, you can use figure for figuring now and figured for past figuring, Anon., so both have their uses.
