Figure as picture or number?

In a review of my article a reviewer writes:

"It is suggested that the authors add some figures with the experimental setup completed as far
as the cutting tools they used."

I am not sure what "figure" means here. A picture or a number?

I am not sure either, but without further information to go on, I'd guess it's a picture. They probably want a picture of the experimental setup that includes the cutting tools. I can't imagine what a number could do to help in that situation.
