Fictional narration

Hi.

Units Three through Six deal with the rhetorical patterns most commonly found in expository writing (Enumeration, Process, Chronology, Cause and Effect, and Comparison and Contrast). Fictional narration has purposely been omitted as primarily a literary device.

I don't get the whole meaning of the last sentence. What does fictional narration really mean here? And how the removal of it is a literary device?
