Fewer vs Less

#1 I had to pay fifty rupees less for that shirt.

#2 There were fifteen boys less than the normal strength.

We use "less" for uncountable noun and "fewer" for countable noun. But in #1 it uses "less" and book says sentence is correct. On the other hand book says #2 is wrong, there should be fewer instead of less.
Why so? Are both sentences different?

The fifty rupees is considered a single abstract amount, not fifty separate things. Fifty rupees would not likely consist of fifty separate coins or bills. CJ

The fifty rupees is considered a single abstract amount, not fifty separate things. Fifty rupees would not likely consist of fifty separate coins or bills.
