Few doubts about transitive verbs and direct objects

Hi there teachers!

I need your help with transitive verbs, please.

The first thing I'd like to ask you is: are all transitive verbs action/dynamic verbs? Or can non-action/stative verbs also be used transitively?

Here is a pair of examples to show clearly what I'm trying to ask:

- The boys are playing football.

'Play' is an action verb and is used transitively, I.e., has an object following it.

- She needed my help.

'Need' is a non-action or stative verb and has an object, so can we call it a transitive verb here?

My second question is:

In the sentence, 'She does whatever she wants to do', is the verb 'does' a transitive verb?
