Festively-dressed

Julie entered the room to find about 100 festively-dressed people chatting cheerfully with drinks in hand.


1) Is "festively-dressed" the best and most natural adjective I could use if I want to describe that the people were dressed for party? Or is "party-dressed" possible?

2) Is "chatting cheerfully" okay or is "cheerfully chatting" better?
