Fell in/level

Hi

It was her cat. He fell in beside and slightly behind her,

his tail held high; and together they walked home through

the level golden light. (It was night)

Does it mean that the cat stood next to her, just a little bit behind her? Or maybe he walked next to her, slightly behind her?

I'm not sure what "level" means here? Maybe something like "calm"?
