Fell / Fall

1. The initiative saw the number of pirate CD stands fall by 80% in the city and the number of legitimate music sales rise by more than a quarter.

2. The initiative saw the number of pirate CD stands that fell by 80% in the city and the number of legitimate music sales rise by more than a quarter. (Does this sentence have a different meaning from #1? What does it mean when I have 'that' in there? It seems like I can use 'fell' when I use 'that', why is that?)

All I can say is that I find the structure of #2 incorrect. See here means cause to / give rise to / result in. The initiative caused the number to fall; the initiative saw the number fall.
