In the US, the first one would be okay - and this reply would only be appropriate between very good friends, or family members, or between a husband and wife, or boyfriend and girlfriend. The second one is not used in the US, even between close friends or family members. It sounds way too intimate even for a husband and wife.

"Let me touch your hand" is "too intimate even for a husband and wife" and "creepy"??? I would agree that it's not a very natural response to "my hands are cold," but I don't find it nearly as alarming a

Both replies sound far too intimate.

I would suggest just saying, "Let me see." That is, if what you mean is that you are curious, and want to touch his/her hand to see how cold it is.

If you mean something else, like, perhaps you are with your wife and you say, "Let me hold your hand to keep it warm." that would be OK too. But, saying the words "feel" or "touch" is very intim

This kind of conversation often happens between parents and a toddler, in my culture.
I don't think husband and wife would talk this way, even in my culture.
