feel someone

Is this an idiom? Is 'I feel people' something used to mean, knowing whether someone is nice or fun or something else?

I feel people. By looking at them I can tell if they are nice or not. I'm not feeling him at all.

I've heard

I'm not feeling it at all.
What does it mean? Can you say this about people?
