As I know Present progressive always use dynamic verbs such as
1. I smell something burning.(stative)
2. I am smelling that something is burning or not. (dynamic)

I suspect that is not always the case, but if it is so, then you have answered your own question. However, I still sense no difference in the nature of 'feel' in your sentences.
