No, I mean "foreigners". It is about reverse culture shock.

'They feel like foreigners in their own country' and 'they feel like strangers in their own home' are both correct. 'Foreigners in their own home' doesn't work as well as 'strangers in their own home' when you consider the fundamental meaning of the word foreigner.
