Fear going or fear to go

Hello,

Why the first sentenceis correct and the second is not:

1. Fearing to go herself, she sent her daughter to find the news.

2. Fearing to going herself, she sent her daughter to find the news.

Also why the first sentenceis correct and the second is not:

1. She wouldn't say anything to the Press because she feared being misreported.

2. She wouldn't say anything to the Press because she feared to be misreported.

Are there rules for using the verb+ing or verb+to or one must learn them by heart?

fear to do = hesitate to do from the fear of bad results.
