Which of the following sentences is or are correct?

1) FBI headquarters is located in Washington D.C.

2) The FBI's headquarters is located in Washington D.C.

3) The FBI headquarters is located in Washington D. C.

4) The headquarters of the FBI is located in Washington D.C.


If all four are possible, do they mean the same thing?

If so, which would you use?
