Fastest Vs. the fastest

"The student who reads fastest will finish first"

"The student who reads the fastest will finish first"

Hi, I'd like to know if they can be used interchangeably. If not, under what situation do I use which?

Thank you

I don't see any compelling reason to choose between them. My preference is "the fastest" but it's just that--a preference.
