Is the designation grammatical?

Shouldn't it be "Fashion and Watch Editor"?

It's grammatical in that the category (here Watches) often modifies the title (here Editor), so the Watch Editor is presumably in charge of advertising copy and technical stories about watches. " so "Watches Editor" means that somebody is looking at the editor, and "Watch Editor" is a command to look at the editor. Neither of these makes sense of course, so it won't mislead anyone, but it's distracting to read.

The title means the person writes about watches and fashion. If "watches" were excluded the emphasis is not there. Many people would not know she writes about watches. By

It's probably just me. Why not let the Fashion Editor choose her title?

It was given by the company she works for. So she has no choice.
