Far too or Too far?

Please look at the following question.

"The software publisher are creating programs that are _____too complex for the majority of users"
A)well B) pretty C) quite D) far

The correct answer is D)far. I've got right. Because I've all the time seen only "far too". I have never seen the other adverbs combined with "too".

Q1] Except for the fact that I have never seen the other adverbs with "too", I couldn't put out a proper reason. Couldn't someone explain it to me?
Q2] In fact, I think the questioner should write like the below.
"The software publisher are creating programs that are too far complex for the majority of users".
Can't I write like that?
Here is a sentence with "too far".

" It is too far to walk'.

It doesn't matter either "too far" or "far too",does it?
