Far less an instrument for its containment

India is not an obstacle to China's aspirations, far less an instrument for its containment, as was wrongly suggested by some. We need to understand China better," Tharoor added.

Please explain to me the emboldened parts.
I know "containment" means "an attempt to keep another country's political power within limits without having a war with them" and "instrument" means "a thing" but I could not understand them altogether.
