Neither is correct.

I would say "Joe is by far the tallest in school".

But I don't think that "Joe is far and away the tallest in school" is incorrect either. The Oxford English Dictionary contains the following example phrase for "far and away":

‘he is far and away the most accomplished player’

The other sentences are incorrect, though.
