I also think c. is the best option, because it refers to the members of the family, so the noun should be used with a verb in the plural. And since it concerns people, it should be "who".
I would rule out b., because if you consider the family as an entity, not as people, "who" isn't correct.
a. is not impossible but much less natural than c.
