Fall under responsibility, rest on laurels

Hi,

1) fall under someone's responsibility

I know that I can simply say that it's someone's responsibility, but I was wondering if the above written phrase is also correct.

"You have to contact Sarah. All matters concerning admission fall under her responsibility."

2) rest on one's laurels

Do you use this phrase in everyday conversation? For instance: "I have to keep reading books in German to build on my vocabulary. I don't want to rest on my laurels."
