Fall out of something

Will the system be able to stop another SPS Rathore from getting away with molestation and abetting suicide? The Union Government has taken a step forward to ensure that another Ruchika Girhotra type case does not happen.
The Government has told all state governments to treat any police complaint as an FIR.
Not registering FIR is an ailment which plagues policemen in this country and the Ministry of Home Affairs has finally taken note of it. As a direct fall out of the Ruchika case, the Home Ministry has now decided to issue circulars to all states and union territories making registration of FIR compulsory in all cognizable cases of police complaints.

Could you please explain to me the meaning of "fall out" in this context?

It's usually spelled as one word: "fallout". It means a secondary consequence, or result, of something bad that has happened, or of something that has gone wrong.
