I suppose it is talking about the physical distance between the participants as the experiment is being conducted. On the basis that it probably ought to say "proximity of the 'learner' to the experimenter" if it meant distance between those two people, I suppose it means distance between the third participant and either or both of those two. It is not tremendously clearly explained in my opinion.
