Failed to understand the meaning of "sanctioned"

Failed to understand the meaning of "sanctioned"in the two sentences below.
It seems to me that the "sanctioned" means "punished" in (1) and "approved" in (2).
But it is only a guess. I don't know how to make sure their exact meanings.

Background info:


  • (1) When was Israel ever sanctioned for its nuclear weapons program?



  • (2) Fighters described how they have been organised into brigades sanctioned by the Transitional Nation Council.
