Failed to understand the meaning of "potentially start"
Well, "we should begin including..." is easy to understand, but "we should potentially begin including..." seems elusive, since everything is possible and has its potential. You get started something openly or secretly, not potentially... well, I don't know how to express my mind at this.
Context: “There are indeed examples of H3N2 that we need to be concerned about,” says Sasisekharan, who is also a member of MIT’s Koch Institute for Integrative Cancer Research. “From a pandemic-preparedness point of view, we should potentially start including some of these H3 strains as part of influenza vaccines.”
The way it's used in the example isn't really typical.

Usually, it's used when a start date is unknown: "We might have the material we need by next week, so we could potentially start a few days after that."
