Failed to understand "Machine recovery waits for the grader good"

According to the report (weirdly I could understand everything of it), the title seems to mean "The rescue of the grader continues to wait for a proper time."
Does "machine" refer to the grader? "Waits for good" mean "waits for a good time"?
