What does the following phrase mean?

I fail to miss your point. It seems to mean 'I know I should not understand what you are trying to say, but I have failed because I do understand what you are trying to say.'

Would you provide a context? As you can see, this is a pretty odd thing to want to say, so I'd have to invent some very odd and extremely unlikely context.
