Hello,Can "fail to deliver as scheduled" be rephrased this way : "fail with regard to delivering as scheduled"?Thank you for your help.

I am not sure where you learned your grammar and I am not picking on you. But we just can't ( at least I can't) communicate with you based on the language your are using, because that is not common English. Master and Slave! I have never met anyone who used this analogy on English.
