Fail =do not?

In new concept English,we can easily read the sentence that use “fail ”so often.such as “vacuum cleaners failed to operate yesterday.”
My Q:Can I say "vacuum cleaners didn't operate yesterday"? What is the difference? Which is better?

Hello! ) it it whereas "not to do sth" is neutral. "I failed to notice the ring under the cupboard" (although I was looking for it) "I didn't notice the ring under the cupboard" (I wasn't looking for it)

To me, "fail" means "not do something", but there's the notion of "failure" (of course!) it it whereas "not to do sth" is neutral.

"I failed to notice the ring under the cupboard" (although I was looking for it)
"I didn't notice the ring under the cupboard" (I wasn't looking for it)
