Factual

How do we tell if a statement is factual? I know it is whether or not i can be proven, but what concludes if it can be proven or not?

Let's take this sentence as an example:

Context: Someone is growing their hair.

A: "I'm growing my hair into an afro."

Is this a factual statement? I know it's an intention, but it is factual?


Are all statements either an opinion or fact?
