What do you mean if you say a decision is fact-sensitive?

It means simply that the decision is highly dependent upon what the facts surrounding the situation are.

That would be a bit of an unusual thing to say, because I would think all, or nearly all, decisions are "fact-sensitive." But I guess that gets into a question of philosophy...
