Eye to i

"Scene Eye to I" is the title of the following painting by Gladys Nilsson. I think it has a pun and means "eye to eye". Am I right? And does "eye to eye" here mean to look at each other from close like "face to face" but from a closer distance, like what is seen in the painting between the woman and the cat?
