extradition

1. Extradition: surrender of prisoner by one state to anther. What does it mean by like one state to another? I don't understand.

2. What does 'high seas' mean? In my history text book, it talks about like a country doesn't want another country's ships on its high seas. But I don't know what that means.

In the US, each state has its own legal system. If someone commits a crime in one state and then runs to another state, the first state does not have jurisdiction - cannot procescute the person in the second state. They first state has to ask that the second state extradite the person back to the first state.

A state is a country( although the state of 'the USA' consists of smaller parts, which are also called 'states' (ie the United States. Confusing, eh?
