It's an extract of certain Rules to participate an competition. It refers to foreign Entrants. Outside the USA.

THE COMPETITION ORGANIZER EXPRESSLY RESERVES FOR ITSELF THE RIGHT TO DETERMINE THE ISSUE OF ELIGIBILITY AT ANY TIME (INCLUDING, WITHOUT LIMITATION, AFTER AN ENTRANT WAS EARLIER DEEMED ELIGIBLE).

Does it mean they decide when they give the ok to be eligible? Or do I misunderstand it?
