Expression in English

Hello!

Have I used this expression correctly? And is the sentence understandable?

The floor is given for provision of explanations.

Thank you!

I’m assuming this concerns formal meetings and keeping to ‘rules of order’. If so, the phrasing is a little awkward. I would instead say: If you wish to provide an explanation, you make take the floor.
